Jinzhou Efforts to Support the Development of Auto Parts Industry
After the eleventh consecutive holiday, the CPPCC of Jinzhou, Liaoning Province, initiated a research initiative focused on the organization and development of auto parts specialty parks within the Jinzhou Binhai New Area. This marked another significant step taken by the CPPCC to promote the growth of the auto parts industry. The research team conducted an on-site visit to the park, which was still under construction, and gained detailed insights into its layout, construction progress, and ongoing projects. They actively engaged with company representatives, inquiring about challenges faced and committed to facilitating communication and problem-solving efforts. During the investigation, the CPPCC team made several on-the-spot decisions and took proactive measures. Notably, the vice chairman led by example, sending staff to stay at the auto parts industrial park to assist in coordinating its development.
Recently, the Jinzhou Municipal Committee announced its “one-line and five-line†urban development strategy, emphasizing the construction of a central city in the coastal economic zone of Liaoning Province. It also highlighted the importance of developing Jinzhou Bay, promoting county-level economies, expanding and building the city, improving people’s livelihood projects, and fostering emerging pillar industries. Among these, the auto parts industry was designated as one of the key sectors, with the CPPCC assigned responsibility for its development.
As a new economic growth driver, the auto parts industry is set to be strengthened and expanded. The municipal committee aimed to complete the development of this industry by 2012. In early August, the Jinzhou CPPCC established a special group led by Chairman Li Yuxia, with vice chairmen and secretaries serving as deputy leaders. They formulated a "City Consultative Meeting on Accelerating the Development of the Auto Parts Industry" and emphasized that accelerating the industry's growth should be the top priority. Five work systems and seven main tasks were established, along with specific requirements and decisions for network-based research. Prior to the fieldwork, relevant personnel received specialized training.
In mid-August, Chairman Li Yuxia led a team to conduct research on how to speed up the development of the auto parts industry. They met with business leaders and government officials to gather opinions and held a special seminar. Nearly 20 pertinent suggestions and opinions were raised by 11 business leaders and department heads.
While numbers may seem dull, they are powerful indicators. To understand the current state of the auto parts industry and support its development, the Jinzhou CPPCC formed 7 research groups, each with 26 questions. Led by the chairman and vice chairs, they visited 8 counties (cities) and 42 auto parts companies, conducting extensive network research. With over 100 participants, this survey recorded the highest number of participants, subjects, and research objects. The team collected and documented over 163,000 words of data.
The CPPCC’s investigations were widely welcomed by enterprises. As the chairman said to each company: “We have come to help.†This message resonated deeply with the companies. During this period, research topics became the most discussed issues among CPPCC members. Many expressed that the pace of work had accelerated, pressure had increased, and their sense of responsibility had grown. After completing the investigations, the CPPCC promptly convened report meetings where each group presented findings on the characteristics, status, challenges, and future recommendations for the city’s auto parts manufacturers. The CPPCC also submitted a comprehensive report to the Municipal Party Committee, objectively analyzing the current situation, operations, and challenges of local auto parts companies. It proposed nine major recommendations, including strengthening the role of the auto parts chamber of commerce, building a “Parts City†in western Liaoning, and initiating centralized integration of auto parts enterprises.
To further advance the industry, the CPPCC invited the “Jinzhou Group Project,†a planned investment of 500 million yuan covering approximately 500 acres. The project was settled in the Xihai Industrial Park within the Jinzhou Economic and Technological Development Zone in September. Once operational, it is expected to generate an annual sales increase of 2 billion yuan and a pre-tax profit of 230 million yuan.
