In the context of the vigorous development of LED lighting, especially in the context of increasing demand for LED lighting certification, the SGS brand of the testing industry has been in full swing in the LED lighting certification business. The product is not big, the test is quite a lot, and the cycle is long. This is the pain of the energy efficiency certification of the entire lighting industry. In an exclusive interview with editors, Xie Zhenhua, lighting product technical manager of the international authoritative certification body SGS Consumer Electronics Division, said that good testing organizations can communicate some certification regulations to enterprises as soon as possible or in advance, so that enterprises can prepare as early as possible to seize more favorable business opportunities. The recall of LED-related products has not stopped. On May 12, the Canadian Department of Health and DOLLARAMA jointly announced the recall of Chinese-made butterfly-shaped LED lights. On February 19, the US Consumer Product Safety Commission (CPSC) and LucentAceManufacturing jointly announced the voluntary recall of Chinese-made LED flashlights. . In recent years, there have been few cases in which the above-mentioned Chinese-made LED lamps were exported to overseas and eventually recalled. According to Xie Zhenhua's statistics, in all lighting product recall cases, the proportion of LED product recalls has increased year by year. As far as the European region is concerned, the percentage of 2012 is doubled compared with 2011. In 2013, 149 cases were recalled, including LED. The product is 95 cases, accounting for about 64. Another big background for LED recall products is the increasing total of China's exports to overseas. This aspect reflects the rapid development of LED lighting. On the other hand, it also shows that the quality of the products is not keeping up, and there are more problems. Xie Zhenhua said. In addition to the quality problems of the products themselves, the export standards of the lamps and lanterns are another major cause of product recalls because the design does not meet the technical requirements and specifications of some foreign countries or regions. According to Xie Zhenhua, various countries and regions around the world have issued corresponding certification standards and requirements, including domestic CCC certification, European CE-LVD, CE-EMC, ErP and energy efficiency labels, etc., Australia's GEMS, EPCS, California CEC, Japan's PSE, South Korea's KC, South Africa's LOA, etc. At present, the LED companies that do the most in SGS are CE in Europe, GS in Germany, GMES in Australia, EPCS, and PSE in Japan. Domestic enterprises will have certain misunderstandings when they are doing certification. For example, enterprises will think that LEDs are basically low-voltage power supply, relatively safe, easy to ignore in terms of protection against electric shock and safety, and it is unclear about the classification, definition and applicable standards of various products. . Xie Zhenhua said that with the rapid development of LED in recent years, enterprises have had more frequent contacts with relevant certifications, and the above situation has been greatly improved. Some enterprises have caused frequent recalls due to the inability to keep abreast of the update of LED industry standards and regulations in various countries, which has caused significant losses to enterprises. Xie Zhenhua believes that LED export companies only actively respond to international standards and requirements, to ensure that products from design to production in line with the corresponding regulations and requirements, in order to ensure product quality, in the fierce international market competition. Xie Zhenhua said that enterprises can actively use the rich experience and expertise of internationally authoritative third-party testing and certification institutions, such as SGS, to help enterprises to further understand and grasp the latest requirements and progress of global standards, so as to effectively evade export in the initial stage of research and development. Risk, producing high quality products that meet applicable standards in the international market. Taking precautions to seize the opportunity In 2013, the European Union issued the "Latest Energy Efficiency Regulations for LED Lighting Products", requiring all LED lighting products exported to Europe to comply with the new energy efficiency standards from September 1, 2013, and will be divided into September 1, 2013. Days, September 1, 2014, September 1, 2016, three stages to gradually improve the energy efficiency standards of LED lighting products. In response to this new regulation, some insiders said that the certification cost of the new standard is too high, the certification cycle is too long, and the SMEs are unbearable. On the other hand, after the certification is passed and the product is sold, I am afraid that the market has been missed. Xie Zhenhua believes that EU1194/2012 ("The latest energy efficiency regulations for LED lighting products" refers to a long test cycle (up to nearly 10 months) involving the ErP's new implementation directive EU1194/2012). The execution time specified in it is very reasonable and humane. According to Xie Zhenhua, EU1194/2012 was officially published in December 2012, effective in early January 2013, and enforced on September 1, 2013. From the effective date of the order to the enforcement, the interval between the two is nearly 8 months. The test period involved in the mandatory requirements on September 1 is only about 60 days, so the company has enough time to complete the test. The test project with a test period of up to 10 months was mandatory from March 1, 2014. The time interval between March 1, 2014 and the beginning of January 2013 is 14 months, and the company has enough time to arrange the test compared to the test cycle of up to 10 months. Therefore, if the company pays sufficient attention to the regulations, it will not affect the product shipment. Xie Zhenhua said that some large companies have been paying attention to the dynamics of the instructions before the instructions were issued. Some enterprises even walked in front of the instructions. Before the instructions were issued, they began to do some projects that were long-term and the instructions would be required. Compared with other companies, they have been waiting and seeing that there will be corresponding changes in the regulations, or the implementation of the regulations will be adjusted accordingly, and some even expect the regulations to loosen. As everyone knows, energy conservation is now a global, and will not be loose. Xie Zhenhua said. In order to prevent the retest from leaving a margin, Xie Zhenhua made relevant suggestions for problems that may be encountered in product testing. If the product fails during the test and the test needs to be re-run, the product export may be affected. If retesting involves the longest test cycle, the impact should be significant. Xie Zhenhua said that enterprises should consider the retesting that may occur in projects with long test cycles. Do not use some critical limit products in the product, but leave a certain margin. If the test fails and then retests, it will not be worth the loss. For projects that do not require too long test time, it is also necessary to pay attention to whether the project is unqualified and will not affect the project with long test period after rectification. If there is, the project with long cycle needs to restart the test. Xie Zhenhua said that the products are not big, the test is quite a lot, and the long cycle is the pain of energy efficiency certification in the entire lighting industry. There is no reasonable way to shorten the certification cycle, and it should not appear in the short term. Xie Zhenhua said that enterprises should keep abreast of the dynamics of LED-related certification standards, prepare in advance, and plan ahead so that they can better grasp the market opportunities. SGS can communicate some regulations to the company as soon as possible or in advance. Xie Zhenhua said that SGS is a century-old brand in the testing industry and has a widely recognized authority. As the world's leading testing and certification organization, SGS can provide a complete one-stop testing and certification service. Such as: electrical testing, chemical testing and system certification, etc. can be carried out at the same time, to maximize the convenience of enterprises and improve testing timeliness. Of course, this also depends on the cooperation of enterprises. It is hoped that enterprises can pay attention to the training of professional testing talents and better cooperate with testing institutions to complete the tests efficiently and quickly, and to obtain more and greater business opportunities. Xie Zhenhua said.
