Electric vehicle price policy reduces costs

Recently, the National Development and Reform Commission issued the "Circular on Issues Concerning the Pricing Policy for Electric Vehicles" (hereinafter referred to as the "Notice"). The "Notice" pointed out that there is a price concession for the use of electricity in commercial centralized charging and exchanging facilities. Charging facilities for residential homes and residential quarters use electricity to implement residents' electricity prices. Electric vehicle charging and swapping facilities use electricity to implement the peak-to-peak electricity price policy and encourage users to reduce charging costs.

The "Notice" requires that the charging service fee be properly established in accordance with the principle of ensuring that the cost of electric vehicles is significantly lower than the cost of fuel (or gas) vehicles. In the two charges of electricity charges and charging and replacement service fees charged by users of charge and exchange facilities operating companies, the electricity charges shall be implemented in accordance with the electricity price policy stipulated by the State, and charges for charging and replacing electricity shall be implemented by the locality in accordance with the principle of “with inclination and preferential treatment”. Government guidance price management.

All localities must actively reduce operating costs through fiscal subsidies, free transfer of electricity exchange facilities, etc., and rationally establish charging and replacement service fees so that consumers can get more benefits and enhance the competitiveness of electric vehicles. In the future, according to the development of the market, charging and replacing service fees will gradually be formed through market competition.

The "Notice" also emphasizes that the transformation cost of the electric vehicle charging and replacement facilities supporting power grids should be included in the transmission and distribution tariffs of power grid companies, and grid companies must not charge access fees to reduce the burden on electric vehicle users.

It can be seen that the state is adopting active policy support for the development of electric vehicles, such as the previous separate shake number policy and the tax-free purchase policy that will be implemented on September 1, aiming to ease environmental and energy pressure.
