Li Yizhong: Reflections on the Servicing of Manufacturing Industry

Dear President Wang Ruixiang, Leaders, Entrepreneurs, Comrades and Friends:

First of all, we congratulated the China National Federation of Machinery Industry on the Fourth Annual General Meeting and the National Machinery Industry Model Commendation Conference, and congratulated the individuals and representatives who won the award. To take this opportunity, I will talk about service manufacturing.

Recently, the National Bureau of Statistics released the Statistical Communique on the National Economic and Social Development in 2013. The data shows that in 2013, China's tertiary industry accounted for 46.1% of GDP, secondary production accounted for 43.9%, and tertiary production surpassed secondary production for the first time. At the same time, it is estimated that the three industries have slightly increased their GDP growth over that of the second. This is an important result of China's industrial restructuring and an important indicator of the simultaneous development of the “four modernizations” of new industrialization, informatization, urbanization, and agricultural modernization, and has aroused widespread concern in society.

In-depth analysis of the above data, including changes in statistical caliber. According to the statistical bulletin's notes, in 2013, three categories including agriculture, forestry, animal husbandry and fishery services, mining auxiliary activities, and manufacturing, metal products, machinery and equipment repairs were introduced into the tertiary industry. This aspect shows that the primary and secondary industries have extended and expanded the development of the service industry, and the importance of integrating and coordinating development with the tertiary industry. It also shows that further accelerating the development of the service industry still requires more efforts through multiple channels and channels.

In general, the service industry includes producer services and life services. The service industry in developed countries accounts for about 70% of GDP, and the service industry accounts for nearly 60% of producer services, such as 52% in EU, 54% in Japan, and 60% in the United States. At present, there is no accurate figure for the number of producer services in the service industry in China. However, it is an indisputable fact that the development is lagging and the proportion is low. Therefore, vigorously developing productive service industries has become the consensus of the whole society. What is the producer service industry? Except for transportation and some financial industries, it is more the extension and expansion of secondary production. Practice has proved that the service-oriented manufacturing industry is not only a powerful measure for industrial restructuring, but also an important way to vigorously develop the productive service industry. To this end, I would like to make three suggestions for your reference:

First, encourage and guide the manufacturing industry to expand service business around product functions, and do a good job in after-sales service and life cycle services. Develop professional services and value-added services such as fault diagnosis, maintenance and inspection, inspection and inspection, remote consultation, warehousing and logistics, e-commerce and online shops. For example, 4S repair shops of automobile manufacturers, home appliance companies provide door-to-door services and specialty stores, and the manufacturing industry chain extends from manufacturing to marketing. It is reported that the Haier Group has owned 90,000 cars and 180,000 people engaged in home appliance after-sales service and has received social praise.

Second, large and medium-sized backbone enterprises and “specialized and special new” technology-based small and medium-sized enterprises expand their R&D and design services upstream by virtue of their own technological and human resources advantages. Through the promotion of scientific and technological achievements, industrial design services, technology management consulting and other methods to promote the optimization and upgrading of the industry. Qualified enterprises can also provide the society with information software services, energy conservation and environmental protection services for the entire industry, and improve the level of industrial informatization and promote green and low-carbon transformation services. Among them, large-scale advantageous enterprises can deepen their internal reforms by combining the separation between the main and the auxiliary, and promote the business restructuring of the original enterprise services to the social construction service platform. The majority of SMEs can also achieve service outsourcing and share the achievements of social science and technology advancement and management innovation.

Third, the manufacturing industry itself must adapt to the development of modern science and technology and changes in the market, constantly transform, innovate manufacturing methods and service formats, and promote the intelligentization, digitization, networking, and service of the manufacturing industry. For example, to develop product customization, parts customization, flexible manufacturing, and personalized manufacturing, we must also focus on satisfying the market needs of different levels, different customers and consumers, and further enhance the brand and quality of products. Open up markets, develop service industries to provide material security, and become a manufacturing and service-integrated enterprise. For example, the service income of US General Motors Corporation accounted for two-thirds of the total, IBM's service industry revenue accounted for 60%, and UK Shell's gas station revenue accounted for about one-half of convenience stores.

In the process of industrialization, industry is still the dominant force in stimulating economic development, and manufacturing is still the pillar of the national economy. The vigorous development of the service industry plays an important role in adjusting the structure, alleviating the pressure of economic activities on resources and the environment, expanding employment, and improving people's livelihood. The service industry, especially the producer service industry, is more of an extension and expansion of the secondary industry. It is hoped that manufacturing, especially equipment manufacturing companies, will make greater contributions to this end.
